Unable To Download Torrent Links

I just installed Windows 10 from media creation tool, I believe it got the latest FCU update in it. I have two issues.

If I open a hyperlink in another application like Skype, Steam, Office, Visual Studio Code or Discord; it can take 5 minutes for the link to open in the default browser, tried both Edge and Chrome; and clicking a link will make certain programs hang waiting for the default browser to open the page. Chrome or Edge will work normally but 5 minutes later the web page will open in a tab like it's supposed to 5 minutes ago.
The download issue happens across all browsers as well. If I try downloading from certain URLs it will hang forever whereas others will work fine.There aren't any problems with the download links; they work fine on other computers and the issue can be reproduced on many other sites.

Everyone was asking how you download torrents that only have magnet links now. Heres a very simple tutorial I made. If you have any problems following the video, your best bet is to re-download. I do a lot of magnet links, but suddenly it wont download torrents. It may have a simple fix, but Im heavily medicated and cant focus enough to think of it. Section, are you able to press the Associate with torrent files button?

Unable to download magnet links

Hey /r/torrents.

We have a default-deny firewall in place and have a use case for (legal) torrenting, however the problem I have is identifying what ports need to be opened.

My test workstation is using the latest Transmission on El Capitan and I'm attempting to download Arch Linux ISO. In Transmission I set the 'Peer listening port' to 30486 and allowed this in our firewall rules. I can download Arch Linux by loading the .torrent file, but the magnet link doesn't work - 'Announce error: Could not connect to tracker'. Do I also need to allow the TCP/UDP ports of each tracker? Does this mean that loading a .torrent file bypasses the announcement to trackers?

I'm also curious if DHT has its own port range? What about Micro Transport Protocol (uTP), or Peer Exchange (PEX)?

I appreciate your help.
